독일의 다문화사회 통합정책과 시사점

초록

Many countries are nowadays facing challenges raised in multicultural societies. Those challenges are caused by the immigration of foreign workers according to the globalization of capital and labor. In this context, this paper aims at examining experiences and efforts to cope with the problems of the multi-clutural society in Germany. Germany has relatively long history of migration of foreign workers and experiences of political and social process of solving problems of the multi-clutural society. German policies for foreigners were mainly the temporary labor policy, which affected the integration policies negatively. Above all, the problems of the second and third generations led to the change of the integration politics into the concept of the parallel society in the positive sense. Korea society is also confronted by the challenges from the multi-cultural society. Some German experiences gives precious lessons for the Korean reaction to the challenges in the future. Concludingly, the success in the social integration largely depends on the degree of the recognition and acceptance of the foreign culture and foreigners, institutions and relevant policies of governments and cooperation among central and local governments and civil society. Moreover various effort by social organizations as well as by government should be linked systematically and comprehensively.
