Korean Electromagnetic Spectrum Operations for Future Warfare

초록

Electromagnetic spectrum (EMS) is an essential element commonly deployed in almost all fields for carrying out modern warfare, such as electronic warfare, information collection, communication, and situational awareness, to ensure battlefield dominance. In particular, with the emergence of new electromagnetic weapon systems, each weapon system that performed independent tasks in conventional warfare is now connected through EMS to perform complex tasks in a convergent form, and it has become a key factor in determining the success or failure of military operations in modern warfare, which has been rapidly evolving since the 2000s. In this regard, the Republic of Korea (ROK) military also needs to establish new electromagnetic spectrum operations (EMSO) that integrate and expand the concepts of electromagnetic warfare and electromagnetic spectrum management operations to ensure battlefield dominance not only in the land, sea, and air but also in the cyber and space domains. Therefore, a Korean EMSO system that encompasses each military force is required to be established. In this paper, we propose a concept of EMSO for the ROK military and present a plan for establishing a Korean EMSO system. First, we analyze the concept and superiority strategy of EMSO, the operational guidelines, and the organizational systems for carrying out the EMSO, focusing on the United States, which presented the concept of EMSO for the first time. Based on this, we set up a concept of the Korean EMSO, propose a superiority strategy of Korean EMSO, and present a direction to establish a Korean EMSO system for achieving the superiority of EMSO.
