Under the current international economic order, the symbol of ‘North Korea’s entrance into the international community’ would be the admission into the international financial institutions (IFIs). Once North Korea is removed from the list of state-sponsored terrorism, North Korea will apply for the admission into the IFIs such as the International Monetary Fund (IMF), the World Bank and the Asian Development Bank. Helping North Korea to join the IFIs would be laying down the foundation for international cooperation. However, the admission itself would not guarantee a substantial lending to North Korea on concessional terms before North Korea would accept and abide by the international norms, which will take quite some time. South Korea, in this regard, needs to devise some mechanism for supporting North Korea’s development process during the interim period. This study proposes to establish so-called ‘the North Korea Development Assistance Group’ through which financial, as well as technical assistance to North Korea will be provided. ‘The North Korea Development Assistance Group’ would also help North Korea be accustomed to international best practices and norms. South Korea would need to take the lead in organizing ‘the Group’ comprised of member countries of the Six Party Talks, other major donor countries, IFIs, UNDP and international NGOs.
