This study seeks to suggest an educational program that can cultivate the youth’s global citizenship, as part of the Free Semester Program (FSP) bound to start in schools from 2016. As the first step, an intensive literature review on global citizenship and program development steps was conducted. Core competencies of global citizenship were identified and grouped as: ‘humanity,’ ‘global identity,.’ and ‘global participation.’ In relation to these core competencies and educational objectives of the middle school social studies curriculum, a draft program was developed. Terminal goals of the drafted program were further identified, which were clustered into three modules: ’knowledge and understanding,’ ‘social participation and taking initiatives,’ and ‘change of values and attitudes.’ Contents were then selected and organized. The derived program was further linked to encourage learners’ participation and taking of initiatives, which were connected to 7 units related to global citizenship including 4 units of Geography and 3 units of general Social Studies. Finally, the drafted program was modified under the review of four curriculum specialists and three social studies teachers working in middle schools. The duration of the program was structured to last for a total 18 periods, to be held during the semester. Instructional and learning activities for field studies will further have to be elaborated in order to maximize the effects and be able to be adopted in the real FSP. Moreover, further research on the effectiveness of the program will have to be established through assessment.
