교육감 선거와 ‘인정의 정치’: 어떤 후보자가 ‘다문화’ 공약을 제시하는가?

초록
To observe an aspect of the ‘politics of recognition’ that appears in political elections, this study analyzes the election promises made by candidates for superintendents of education in the 2014 and 2018 nationwide local elections. A series of analyses has been conducted based on the content analysis data derived from the promises of the 130 candidates of these elections. The results reveal that issues of cultural diversity in education tended to be advanced more explicitly by those candidates who demonstrated greater competitiveness in the election process, irrespective of their ideological orientations or local contexts. This pattern does not appear to be well explained by conventional ‘actor-centric’ perspectives that understand both candidates and voters as ‘rational’ actors in the ‘political marketplace.’ Instead, an ‘institutionalist’ perspective deserves close attention-a perspective that regards ‘the logic of appropriateness’ as largely determined by elaborate epistemic models that evolve in transnational institutional environments. The diversity and equity agendas seem to serve as an ‘appropriate’ bundle of promises favored by influential candidates with sharp attentiveness to such models.
