새 정부의 노동ㆍ사회보장 분야 주요 개혁과제

초록

It is one of the most important things to overcome abnormal conditions and situations at work and in labour law, especially against irregular workers and informal workers. A wage-work employment is a normal form for using other's labour force. It shall be treated as a person with human rights and dignity. In employment relationship, self-governance based on freedom and equality is the first principle. It can be carried through workplace-governance, freedom of association, and activation of social dialogue. In labour process, creative efficiency founded on respect and protection is the rule. It can be fulfilled through establishment of reference in working, balance of working and life, and appropriate responsibility for protecting subordinated workers. New government should also set up other measures such as active labor market policy preparing new technology and economic situations, integration of labour policy and social policy, or internal acceptance of international labour standards such like ILO coverntions and recommendations. In the field of social security policies, it is the most urgent and significant thing to raise universality and completeness of social insurance. New government should also improve soundness and sustainability of social insurance by means of increasing balance between the number of member and benefit.
