서울시 자치구간 불균형발전과 토지이용규제와의 상관성 분석

초록

The purpose of this study is to examine the relationship between land use regulation and imbalanced development in local municipalities. While land use regulations such as zoning have been pointed out as one of the causes of imbalanced development among local municipalities, the relationship between the land use regulation and imbalanced development has not been studied much yet. This study shows that there is no significant correlation between the land use regulation and imbalanced development among local municipalities in Seoul. This finding indicates that the imbalanced development among local municipalities is not attributable to land use regulation. Rather, it is more likely to be associated with the demand of land development in local municipality. Therefore, the deregulation of land use does not necessarily encourage land development in local municipalities. This study points out that since land use regulations have positive roles for public interests, deregulation should be carefully considered with the coordinated development strategies in local municipalities.
