A Case and Implications of Coordinated Bargaining in Korean Cotton Textile Industry in the 1960s

초록

This study was conducted to find an answer to what would it look like if collective bargaining was possible to establish standards for wages and working conditions that are commonly applied within industries in Korea. In order to achieve this goal, we analyzed the case of the textile industry negotiations in the 1960s. Coordinated bargaining in the textile industry appeared in the 1960s in a coordinated form different from centralized bargaining. First of all, a pattern bargaining method was used for bargaining adjusted during the bargaining process, and at the industrial level, the textile union and cooperative council agreed on the standard and increase of the overall “average wage” through the central labor-management council. Since then, each company has differentiated the redistribution of wages between male and female workers by company within the wage increase determined at the industrial level. As a result of these coordinated bargainings, wage equalization between cotton and textile companies was found, and through the conclusion of collective agreements by industry, the working conditions within the industry were unified. This study reveals a reconciled appearance of bargainings for early Korean businesses different from those in the West. This suggests the possibility of various coordinated negotiation processes and outcomes in the future in the process of establishing labor-management relations, depending on the size of the company, the management’s ability to pay or the degree of organization of regular and non-regular workers.
