기초자치단체의 대(對)아프리카 국제교류 의향에 영향을 미치는 요인 -담당 공무원의 인식을 중심으로-

초록

The aim of this study is to make up previous studies by empirically testing the factors affecting the intention of public diplomacy between local governments of Korea and Africa. For this purpose, we analyzed objective data of Korean local governments’ public diplomacy, surveyed municipal officials’ perceptions on the public diplomacy, evaluated reliability and validity of latent variables in the research model, and estimated the model using the ordinal logit regression. First, the results of the objective data analysis reveal that public diplomacy of Korean local governments concentrates in China, Japan, and the United States, and public diplomacy with Africa also concentrates in Republic of South Africa and Arab Republic of Egypt. Second, the results of the municipal officials survey show that the intention of public diplomacy with the African local governments is low, that the public diplomacy should be promoted first is sisterhood ties or cultural and sports exchanges, and that public officials, private companies, and civic groups should cooperate with the head of municipality to promote the public diplomacy with African local governments. Third, the results of reliability analysis and confirmatory factor analysis suggest the outstanding reliability and discriminant validity as well as satisfactory convergence validity of the measurement model. Lastly, the results of the ordinal logit regression analysis show that public official’s positive perception on the professionalism of public officials and the outcome of public diplomacy, and the size and financial capacity of municipality have positive effects on the intention of public diplomacy between local governments of Korea and Africa.
