문화예술 공적 지원에 대한 검토와 재성찰: 경기문화재단의 문예진흥 지원사업을 중심으로

초록

This paper reviews the achievements and limitations of public support for the arts through an examination of the Gyeonggi Cultural Foundation’s arts support programs. The Culture and Arts Promotion Law proclaims that national and local governments should make efforts to foster the development of culture and the arts. However, it is very hard, if not impossible, to conduct rigorous and objective evaluations of cultural and art policies. This is related to the fundamental limitations of culture and art administration itself. This paper argues that public support for the arts should be understood as a long-term investment; we need to wait patiently after sowing and nurturing the seeds of investment.
