공공갈등 해결을 위한 국가공론위원회법 제정에 관한 연구

초록

The conflict is even in any society. Specially as a mature democracy, the public sector has been expressed in various conflicts. In recent years, various public conflicts events occurred. For example 4 Rivers Construction conflict, Naval base construction conflict in MB government, Saemangeum reclamation project conflict in DJ government etc. National projects, primarily conflicts in government and state civil starts. Sometimes, the conflict between the central government and the local government, may share and develop to civil conflicts within the community. These public conflicts disrupt the harmony of the community and for the community itself may be destroyed. Political conflict between the ruling and opposition parties expanded to inhibit social integration may be an important factor. This public conflict appear prominently on society because public policy is associated with numerous interests, and those interests is bringing big changes. The most effective way of managing conflict and appropriate manner is to meet the interests through “negotiations and coordination”. Because valid and appropriate methods to address the public conflict is not established in society conflict is continuously deepening and not resolved. In this study, I intend to review Public Conflict Resolution Commission Act enacted for the national public opinion on various issues relating to. First, by premise of this study, reflecting the characteristics of a democratic South Korea, I will discuss the meaning and limits of communication as conflict resolution mechanisms(Ⅱ). and the causes of conflict and public management systems(Ⅲ), the status of conflict resolution mechanism that is currently in effect(Ⅳ) and analysis and review National Public Opinion Commission Act(Ⅴ).
