초록
In the past, the Environmental Impact Assessment(EIA) and the Prior Environmental Review System(PERS) were separately understood and evaluated. Consequently, further improvement measures were based on this idea of dichotomy. Such approach is a result of disregard that the EIA and the PERS overlap each other’s function. It is also the outcome of failing to notice the mutual supportive relationship of the two systems. In order to operate the EIA and the PERS efficiently, the two must run in systematic connection. This perception is a step forward from the past, when the two systems were conceived disjointedly. The prominent requisite to promote the close linking of the EIA and the PERS is to integrate the two systems. For the integration to be successful, among others, an enactment of a unified law that implicates both the EIA and the PERS, a simplification of the systems that can make understanding and compliance easier, and a reduction of superfluous procedures that will lessen the burden during implementation should be emphasized. Furthermore, the integrated law should reflect the flaws and reform measures of the EIA and the PERS as possible.
