지역 메가이벤트 정책환경과 정책네트워크 변화 관계분석

초록

This article aimed to analyze the policy network change caused by the policy environments in the regional mega event policy process. The research proposition and the framework were formulated through literature review and a case study method was utilized to fulfill the purpose of this paper. The findings were as follows. First, policy process of regional mega events was influenced by a causal relationship with policy environments such as political, social and international environments. Especially, international environment was the main factor to cause the participation by various policy actors and to lead the policy network change. Second, policy network was changed in accordance with the policy process. The policy network of the policy proceeding stage was characterized as the policy community model whereas it was changed into the issue network model caused by the international environment issue in the policy modification stage. The findings suggested that the government should play a role of network manager in the process of mega event policy.
