초록

Ukraine and Moldova, located between the European Union and Russia, chose Europe, not Russia, as a partner for Regional Trade Agreements (RTAs). The countries made this choice during a clash of foreign policies between Europe and Russia, a conflict caused by the gradual expansion of power of European integration to the former Soviet republics, and while Russia was in the midst of pursuing foreign policies to maintain its influence and recognize the region as its buffer states. Why did the two countries choose Europe over Russia? This choice was largely influenced by the dynamics among domestic interest groups with different preferences for RTAs, and these cleavage structures were pivotal in the policies and decision-making. During the election process, both countries chose RTAs with Europe, reflecting the preferences of interest groups.
