Diverse interests of Non-regular Workers and Several Organizing Types

초록

The purpose of this current study is to investigate the paths of various unionization of nonstandard (or contingent) workers who have been excluded in collective bargaining in spite of their rapid growth in the Korean labor market. Instead, the authors argue that the workers have a varied interests among them and, thus, diverse paths for representing their interests including industrial unions. Therefore, this paper employs three research methods: literature review, analysis of KLI survey and cases of union organization. This study shows that non-regular workers are organized by diverse unions including enterprise unions, craft unions, local general unions, and industrial unions. These unions, as this paper suggests, provide a consistent and effective way to represent non-regular workers. They have diverse interests according to their employment type, company size, and skill level, and these diverse interests require diverse organizations to be satisfied. Thus, it is over-simplified and stereotyped to argue that industrial unions are the way to represent more than ten million non-regular workers. Though there are some limitations as a measure for skill, this article reaches the main objective to present diverse paths to organize non-regular workers and find some organizational factors. This research will provide a great contribution to unionization growth for the workers and help them improve their working conditions.
