북한 과학기술체제의 이중 구조에 관한 연구: 국내 및 국제적 차원의 비교분석

초록
This study attempts to identify the structural characteristics of North Korea's science and technology system, investigating domestic and international academic papers by the scientometric network analysis based on the Triple Helix theoretical model. The results show that the dual structure of the system at the international and domestic dimensions is evident in terms of the industry-academia-research cooperation network, but is also clearly visible in structural changes over time. While the cooperation network formed at the international level indicates a dynamic evolution process, the domestic one maintains a static balancing point. For North Korea to pursue the transition from the current Triple Helix I model to the Triple Helix III model, as a knowledge-based economic model, the conflicting role of major universities and the National Academy of Sciences that arise in the innovation process needs to be coordinated. Also, a direction that seeks new development strategies is required, such as proactively activating research cooperation programs to strengthen the industry's own R&D capabilities.
