사회복지 실천가의 취약노인 재산관리지원 경험에 대한 연구

초록

It is expected that the number of older adults who have difficulty managing their property due to the decline of their decision-making ability will increase, but a supported decision making system is still lacking in Korea. This study intends to review supported decision making systems and explore cases of difficulty in managing property and challenges experienced by service providers. Data analysis was based on individual and group interviews of fourteen professionals expected to encounter the vulnerable older people in social welfare institutions. First, when social isolation and health vulnerabilities such as disability, dementia, and depression are combined, the difficulty in managing property and the risk of financial abuse increased, and as a result, the risk of neglect increased. Second, because of the fear of a lack of eligibility for the National Basic Livelihood Security allowance, the elderly population receiving public assistance tended to manage their benefits in cash, and this has led to several dangerous situations. Third, despite the lack of institutionalization of support services for property management, they were provided routinely for vulnerable older adults. There were considerable variations in the content and scope of support depending on the institution and the individual. Fourth, service providers struggled to protect themselves, taking on the burden of work and suspicion from the elderly and their families. They perceived this support as helping the elderly to continue living in familiar communities, improving their quality of life, and helping them live a dignified life. These results clearly show that support services for property management for vulnerable elderly people can no longer rely solely on individual choices or judgments. It is first necessary to establish a support service for property management for the elderly with low incomes.
