우리나라 문화행정의 분권화 양상에 관한 연구 - 정부 간 관계 모형을 활용한 광역문화재단의 지역협력형 사업운영추세 분석 -

초록

The purpose of this paper is to explore the trend towards the decentralization of local cultural foundations in implementing the regional cooperative programs delegated by the central agency. Intergovernmental relationship (IGR) models were employed to analyze the relationship between the central cultural policy agency, the Arts Council Korea, and local agencies, the Seoul and Incheon Foundations for Arts and Culture. Four IGR models were used in the analysis: the agency model, partnership model, power dependence model, and stewardship model. In addition, budget dependence and program autonomy were used as two indexes by which to measure the degree of central control exerted over local agencies. It was found that the relationship between the Arts Council Korea and the two local cultural foundations varied according to the sub-programs operated within the regional cooperative program. From a longitudinal perspective, the Seoul Foundation for Arts and Culture gradually moved away from the agency model and power dependence model towards the partnership model, while the Incheon Foundation has remained with the stewardship model and power dependence model.
