새로운 공공의 경로탐색과 교훈: 일본의 관민협치 실험과 한계

초록

The need for an alternative model of capitalism has given rise to the emergence of a new operating system as a process for addressing government failure and market failure since the financial crisis. For this reason, concerns regarding attempts to overcome both the slowdown of economic growth and unfair social distribution were raised in Japan. Especially, this process is consistent with the traditional path dependency and role of the Japanese third sector, which is community based. This process is referred to as ‘new public management’ as a partnership between government and the private sector intended to expand the role of the public to improve economic efficiency and social equity. Most notably, the Democratic Party of Japan has attracted considerable attention by suggesting a new policy agenda based on the above partnership amid low economic growth, capital monopoly, budget pressures, and the collapse of welfare. Nevertheless, this policy is likely to fail without proper practical implementation. The reason for policy failure is properly expressed as follows: policy discontinuity and practice disconnection after the change of government in 2012; the one-sided and top-down relationship of the central government; an ambiguous definition, and provisions to the private sectors; limitation and lack of support by middle management. A new agenda for Japan and the social economy of Korea have a number of common denominators for the creation of social value and the pursuit of economic profits. In addition, a comparative analysis of the failures in Japan and their implications for Korea can be obtained, because the situation in Korea is also in the early stages. For example, there is government's powerful commitment and strong leadership in promoting the social economy, a robust overview of the principal theorem and its practical private resources which provide a foster system, and the reconstruction of the delivery system which is accompanied by administrative reforms.
