러시아의 탈(脫)달러화 정책 및 요인 연구:‘금융외교전략’론을 적용하여

초록
This paper aims to analyze Russia’s de-dollarization from the perspective of Financial Statecraf, emphasizing that Russia’s recent outstanding selling of dollar assets has political intentions. Russia’s Financial Statecraft strategy is shifting from a “bilateral strategy” aimed at a specific country or power to a “systemic response strategy” aimed at the international financial environment as a whole, which is being materialized in de-dollarization. We reveals that economic and political factors are working behind Russia’s de-dollarization at the same time. From the economic point of view, the reduction of dollar-denominated foreign debt and the improvement of internal and external soundness have provided an environment for more active foreign exchange policies. From the political point of view, the expanded and strengthened sanctions on Russia in 2018 prompted the government-level discussion on de-dollarization, mainly around Ministry of Finance and the Ministry of Economic Development of Russia. At the same time, Russia's de-dollarization policy is seen as a cooperative move with China and the EU, which is resisting the U.S.-centered financial order, and is expanding its international diffusion effect.
