초록
This article examined the perceptions of Hosoi Hajime regarding the problems of Joseon rule after the March First Movement and it made the following observations regarding the directions he presented for the Japanese Empire. First, Hosoi stated that the March First Movement originated from flaws of political autonomy and the absence of understanding, interest, and preparation of Japan regarding Joseon along with national character defects of the Japanese people. He viewed that research on the mentality of the Joseon people was urgently needed as a countermeasure and that the Joseon people should be made to realize that armed resistance against political autonomy is an impossibility. He criticized that even so, the Japanese government and people speak only of assimilation without any understanding of the superstitiousness, subservience to higher powers, partiality, and passion of the Joseon people. However, research on national characteristics as spoken of by him aimed at figuring out how to deal with the Joseon people. He strongly viewed the people and culture of Joseon to be inferior. Second, comparisons made with the perceptions of Shakuo, Aoyagi, Kato, and Kameoka, who were Japanese residents in Korea who witnessed sites of the March First Movement at the time, showed that they were focused on criticisms of Terauchi's military rule and assessments of external forces that instigate the Korean people. Hosoi, Shakuo, and Aoyagi took issue with the error of military rule while Kato and Kameoka did not view the state of military rule to be a cause. Aoyagi, Kato, and Kameoka were the ones who argued that the cause was the instigation of missionaries. Shakuo argued that the independence movement was caused by affairs related to the governor-general and that the military government system should be reformed. Third, Hosoi argued that the special mission of the Japanese and Joseon people was to utilize the profound Indian civilization to brighten the solemn and great civilization of Asia and that this would contribute to the welfare of the human race of the world. This congenital mission theory refers to Japaneseism that states that Japan should be a ‘leader of the East’ to lead the civilization of Asia including Joseon, China, and India as one to oppose the West. It emphasizes that, for this, the youth of Joseon should not remain wretched independentists. More than anyone else, he promoted methods for the destruction of independence movements, the cultivation of pro-Japanese groups, and the strengthening of municipal administration propaganda of the Japanese Government-General of Korea. He supported the significance of Japan’s construction of Manchuria and made rationalizations that this was a foothold to expand King’s Road Japan with a mission out into the world as the ‘leader of the East’ and not an ‘invasion.’
