초록

In order to make Korea’s disaster and safety management system efficient and advanced, it is necessary to examine the related systems of foreign countries. Since Korea may not be a safe zone from an earthquake, it is important to thoroughly examine the systems of countries that effectively manage the safety system against earthquakes in order to advance the safety management system against earthquakes in Korea. In particular, a series of systems in preparation for an earthquake in Switzerland will provide important information for improvement of related systems in our country. Research on disaster response systems or systems in Switzerland is essential for the improvement of related systems in Korea. The disaster response system in Switzerland and the disaster response system in Korea are similar to the legal system and countermeasures system in the big frame. However, the disaster response system in Switzerland is very different from Korea in that it works well in practice. The lessons learned from the disaster response system in Switzerland, which are essential for the improvement and development of disaster response systems in Korea, include ‘control tower’, ‘time-series dynamic improvement’, ‘early warning and early alarming system’, ‘Military units specializing in disaster response’, ‘everyday management system’, ‘earthquake’, ‘realistic and realistic citizens’ feeling of disaster occurrence’, and ‘risk response’. The earthquake response system in Switzerland is divided into federal and state (canton). Local autonomy is being implemented at the local government level in Switzerland, and there is a continuing effort to transfer some of the authority held by the cantons to the federal government in relation to earthquake response. In particular, when the decentralization of our country is strengthened now, we should refer to the system that responds to disasters and earthquakes in Switzerland. As a result, the following three improvement directions were derived. First, the Korean government should transfer more authority and responsibility to local governments in accordance with our situation. Second, it is necessary to distinguish elements of earthquake and other disasters or disasters, and to prepare a dualized response system. Third, legal regulations should be introduced to strengthen education and responsibility for disasters and ensure the smooth procurement of materials and equipment for disaster recovery.
