초록

This paper examined the three tripartite implementation agreements in the Korean film industry, the first of which was made in 2012, to identify the resources in the environment and of the actors for a social pact to form and develop, the formation process of a consultative body through actors’ strategic choices, and the mechanism for an agreement to be reached. Discourses on social pacts have been mostly on peak-level, from the perspective of either environmental determinism or strategic choice. Both perspectives, however, share a commonality in that they take it for granted that a social pact will last and develop once it’s formed. By showing the reasons and mechanism of a series of social pacts forming without the government’s proactive role, this study will contribute to not only theoretical but also practical and policy aspects. In the theoretical aspect, this study has the following significance. First, it was confirmed that a sector-level social pact has a clearly different conceptual framework from a peak-level social pact, and the elements such as the environment, resources, consultative body, and agenda necessary for a social pact to form have different traits for these different levels. Second, a mechanism has been presented for a social pact to form and develop at a sector level. In the practical aspect, this study has the following significance. First, a sector or industry is structured in a multi-level value chain, and it is necessary for a practical social pact to form to have actors at the top of the value chain participate in a consultative body. Second, a social pact on improving the working conditions of employees cannot be dealt with separately, but should be pursued along with other industrial issues in a broader frame of nurturing an equitable environment and shared growth.
