폐기학습 이론의 한국 행정학에의 도입가능성에 관한 연구: 의사결정과 리더십을 중심으로

초록

In this study, we present the necessity of introducing the theory of unlearning into the study of public administration in Korea by showing the similarities and differences between public administration and unlearning theories in terms of perspective, position, focus, and critical idea. After an analysis of decision making and leadership, two major areas of administration, we found that while the traditional approach of public administration is primarily focused on inefficiency in the the pursuit of self-interest, unlearning is a mentally developed tacit habit-memory and loss of creative opportunity caused by selective perception. The tacit knowledge of unlearning could be employed to complement explicit knowledge, the main position of public administration, because the idea of tacit knowledge, relatively neglected by public administration studies in Korea, is more fundamental and profound than the concept of selfish behavior such as decision making or leadership. Or it could be interpreted that organizations or individuals can differentiate themselves by removing old knowledge or thoughts in order to escape from the closed circle of sticking to old knowledge or obsolete ways of thinking. We conclude that the critical idea, perspective, or approach of unlearning is able to complement or partially modify public administration study in Korea, and, therefore, we would like to insist that unlearning study needs to be introduced into the study of public administration in Korea.
