The Impact of Housing Cost Burden on Willingness to Move into Public Rental Housing

The analysis, conducted in 2019 and 2024 and categorized into total tenant households and youth tenant households, confirmed that there are distinct differences among the groups. The empirical findings reveal that household economic traits act as a critical determinant of public housing relocation intentions regardless of the group. In particular, since asset factors exert a greater influence than income factors, it is judged that consideration of low-asset households should be given greater importance when recruiting tenants for public rental housing in the future. Furthermore, relative housing costs within the region and satisfaction with the residential housing and environment were found to have distinct effects on households' willingness to move. Specifically, households residing in the Seoul metropolitan area—which offers high-quality jobs despite relatively higher housing costs—showed a greater propensity to relocate to public units. Additionally, this intention was found to be increasing due to subjective housing cost burdens.
