경기도 지역일자리 정책사업 현황분석

초록

This study intends to examine all the public financed job projects implemented in Gyeonggi-Do. It starts with summarizing both public job projects financed by Korean central governments and those by Gyeonggi-Do regional governmen. This work has not been done by anyone since it takes a great deal of efforts and time. Then, the study analyzes common and distinctive characteristics of central government job projects and regional government job projects. Both job projects are focused on job creation in the public sector. This usually involves temporary work with low wages because those projects tend to hire the disadvantaged to do a short-term job. This common characteristic shows that public job projects in Gyeonggi-Do does not fully reflect its industrial structure and local labor market situations. The Gyeonggi-Do region is equipped with high competitiveness in the manufacturing sector and high employment stability with full time employment practices in the labor market. Those industrial structure and local labor market situations demand pubic job projects to supply more skilled labor and spend more to training of the employed. Thus, Korean central governments and the Gyeonggi-Do regional government need to coordinate their job projects to solve Gyeonggi-Do job problems and improve the strength of the regional situations. This study also clearly indicates that both government develop a regional employment policy converging job creation-training-social protection.
