EU에서의 화학물질관리의 최근 동향과 시사점

The REACH Regulations, implemented in 2007, has been a major EU regulation on chemical substances and has had a impact on Korea's chemical regulations. As the registration period for chemicals into the REACH substance`s lists ended in 2018, chemicals manufactured or imported in quantities of 1 tonne or more per year without registration of REACH lists can not be manufactured or imported in the EU market. The European Chemicals Agency (ECHA), which is in charge of the enforcement of the REACH Regulations, announces the second review report of the REACH Regulations in March 2018, in order to assess its performance and to set the direction for future management of chemicals. As REACH Regulations are leading the management of chemical substances globally and Korea is one of the product country of chemical substances, it is necessary to pay close attention to the direction of the future REACH Regulation. ECHA sets out 16 specific action guidelines, including managing information and knowledge of chemicals through the supply chain, strengthening risk management, and enforcement about regulation of chemicals. In particular, to improve the quality of chemical information, enhance the traceability of SVHC system, and the to enhance the instruments of regulation, thoses seem to be a key task of new REACH regulations. Furthemore for the effective and effective management of chemicals, the REACH Regulation will continue to promote the development of alternative chemical substances and the support of SMEs also. It is expected to continuously restrict the harmful substances contained in consumer products and further strengthen regulations on micro plastic, nanomaterials, and endocrine disruptors that have not been recognized before. Therefore, it is necessary for us to pay attention to the regulation trends of EU and respond in a timely manner.
