민간임대주택시장의 변화추세와 장기전망

초록

The persistent increase of Chonsei and the rapid share increase of monthly rentwith variable deposit (MRVD) in the Korean rental housing market have become growing concerns. These phenomena have been recognized as symptoms for a possible structural change of the Korean housing market, and provoked disputes combined with the concerns on the structural change of population due to low birth rate and rapid growth of the share of the aged. This paper assesses the current housing market changes which we are experiencing and prospects a future housing market based on the assessments. First, the Korean housing market is compared with those of the three other representative countries in order to sort out its distinctive characteristics. Second, the observed trends of the Korean rental housing market over the last 40 years is re-examined in details in order to come up with its future direction. Third, theoretical and empirical research works on Chonsei and MRVD, the distinctive rental contract types in the Korean housing market, are reviewed and reassessed to explain the current phenomena in the housing market. Finally, the overall prospect on future Korean housing market and some policy alternatives to adapt to the changes are suggested.
