The Robustness of the Party Effect: A Pseudo-Party Effect in Local Elections for Educational Superintendents in Korea

초록

This study examined the factors that contributed to the electoral competitiveness of candidates in local elections for educational superintendents in Korea. The Local Education Autonomy Act prohibits the alliance between candidates of educational superintendents and a particular party in order to ensure the political impartiality of educational administration as stipulated in the Constitution of Korea. To examine if such political impartiality was actually realized in recent elections, this study analyzed the profiles of the candidates and their electoral competitiveness in the context of the 2014 and 2018 local elections. The results revealed a strong effect of the candidates’ political profiles on their electoral competitiveness, leading us to suspect the presence of what may be called a pseudo-party effect despite the formal prohibition of candidate-party alliance.
