The Diffusion of the Public Conflict Management System of Metropolitan and Provincial Governments in Korea

초록

This study attempts to analyze the adoption of the public conflict management system (PCMS) of metropolitan and provincial governments (MPG), test national diffusion, diffusion by government type, and bottom-up diffusion of the PCMS, and examine the effect of innovativeness on the adoption of the PCMS. The analysis case is limited to the PCMS institutionalized as an ordinance, the time period is set from 2007 to 2020, and the Cox proportional hazard model is used as the analytical method. The results of the analysis of the PCMS suggest that the MPG leads the diffusion of the PCMS, and that the top-down diffusion from the MPG to the municipality is more likely than the bottom-up diffusion from the municipality to the MPG. The estimation results of the Cox proportional hazard model show that the national diffusion occurs, but neither the diffusion by the government type nor the bottom-up diffusion does, and that the higher the innovativeness, the higher the likelihood that the MPG adopts the PCMS. Among the internal determinants, administrative ability, the political ideology of the mayor/governor, and the level of citizen participation are found to affect the adoption of the PCMS.
