초록

Local governments have implemented various special zone programs as a means of developing local economy. However, few studies comprehensively evaluate the effect of various special zone programs at the same time. This study examines the overall effect of eight special zone programs on the local economic growth over the period 2001 to 2012. The panel regression results show that except Individual-type Foreign Investment Zone, special zone programs have little impact on the local economic growth. Only the Individual-type Foreign Investment Zone program is found to increase the number of businesses and local governments’ own revenues. This can be interpreted as meaning that the special zone program can be effective only when the program fully reflects the need of businesses. In sum, the findings imply that it is required to fully consider regional characteristics and the need of businesses in designing special zone programs.
