한반도에서 인권과 평화: 북한인권법 제정을 둘러싼 논쟁과 그 의미

초록

The purpose of this study is to examine the stances and logics included in the pros and cons regarding the North Korean Human Rights Act. This study first analyzes the debate on the Act between the conservative and the progressive parties, focusing on their views on the concept of human rights in general. Secondly, the perception gaps between ‘state-centric’ and ‘nation-centric’ views on North Korean affairs is also examined. Thirdly, this article discusses how the con- servatives and progressives in Korean society consider the relations between the issue of North Korean human rights and peace settlement in the Korean peninsula. Finally, this study suggests ways to overcome the conflict between two competing forces in South Korea, utilizing the concept of ‘culture of peace.’
