다문화정책과 이주배경 학생의 교육포부: ‘문화적 권리’와 ‘시민적 권리’ 제도화의 효과

초록

The educational aspirations of immigrant children influence their later participation in the labor market and their sociopolitical integration into mainstream society. This study examined the effects of multicultural policies on the educational aspirations of immigrant children—an important aspect of social integration in a multicultural society. Decomposing multicultural policies into “cultural rights” and “civic rights” policies, this study assessed their effects separately. Data of 21,052 fifteen-year-old immigrant students from 4,573 schools in 31 countries were analyzed. The results showed that the educational aspirations of immigrant students were higher in countries with stronger “civic rights” policies for immigrants, while such a pattern was not observed with respect to “cultural rights” policies. These results suggest that multicultural “civic rights” policies, which help immigrants participate fully in mainstream society without discrimination, are particularly important for immigrant children’s academic success.
