초록

The cultural industry today is often praised as a new important source of economic development in the 21st century. Also the volume of the international cultural trade and the size of the global cultural market have been growing fast recently. Being a combination of two heterogeneous elements, 'culture' and 'industry,' the cultural industry brings up some distinct problems for the international trade community. Those who value the culture side of the cultural industry demand certain restrictions on cultural trade in order to preserve the global cultural diversity. Those who emphasize the industrial aspect maintain that cultural trade needs to be liberalized like other industries. This paper first examines the major characteristics of the cultural industry and cultural trade, and critically reviews the logic of cultural exception in international trade. It concludes that open-market policy is necessary not only for economic efficiency but also for the sake of cultural development.
