UNESCO`s Declaration of Ethical Principles in Relation to Climate Change: Implications and Issues

초록

In this paper, I discuss the historical developments and the ethical and practical concerns relating to UNESCO′s 2017 Declaration of Ethical Principles in Relation to Climate Change. I also examine the implications of the Declaration in terms of the global response to climate change. The normative force of the Declaration′s original form, as prepared by a group of experts, has been notably weakened as a result of the inter-governmental consultation process. Nevertheless, the Declaration is significant in that it requires the member states to implement concrete policies consistent with the ethical principles, so that measures taken to address climate change should be effective. In this respect, the Declaration may be regarded as a prime example of how theoretical, and philosophical discussions of normativity can be implemented differently, depending on local socio-cultural contexts.
