신도시 건설 과정에서 이전기관 종사자 갈등 사례에 관한 연구: 행정중심복합도시 세종시와 경북혁신도시를 중심으로

This study examined how the conflict between workers in a relocation agency in the process of forming Sejong City and Gyeongbuk Innovation City (Gimcheon), that began with balanced national development and decentralization development policy in South Korea. For this, we selected representative cases of conflict between workers in the relocation agency and analyzed the causes, structure, and phenomenon of conflicts among workers in the relocation agency. Also, we attempted to find out which discourse obtains normality and positive public opinion through critical discourse analysis of pertinent texts and also in-depth interviews, and what social discourses were formed in this process. First, we found that the main factors of conflict among workers in the relocation agency in the new city construction process was the government's settlement conditions such as special housing supply policy, public transportation and education. As the press reported this as a conflictual discourse, it served as an accelerator causing various social conflicts among workers in the relocation agency. Second, the government's sudden abolition of the special supply system not only encourages conflicts among public workers who moved to Sejong City, but also has emerged as an important political crisis in neoliberal Korean society. Third, in the process of constructing a new city, fairness discourse at the level of equality eventually served as an accelerator for the new policy decisions and at the same time, as an opportunity to introduce an innovative system. Fourth, it was found that new city migrants need open discussions on numerous, heterogeneous, and multi-layered discourses and social agreement to find solutions against various conflicts of interests.
