Group learning activities and public service motivation

초록

There are concerns about college students and young people flocking to prepare for the civil service examination to get into the public sector. One reason is that young people who value only job stability without the motivation or mindset suitable for performing public service may enter public office. When people who prioritize their private interests over the state and the public perform public offices, the specificity of public managers as volunteers can be diluted. This study focuses on the group learning activities to prepare for public office, paying attention to the socialization process by which public service motivation can be formed. To investigate the relationship between the socialization process and public service motivation for public officials, public service motivation, which is a dependent variable, was set as public service affinity, public value commitment, sympathy, and self-sacrifice. Group learning activities and general socialization factors were utilized as independent variables. Analytical results show that socialization factors such as learning activities were related to public service motivation, especially sympathy and self-sacrifice variables. It was found that all factors of public service motivation were mainly correlated with general socialization factors such as volunteer work, parental role, friendship, and mass media. This paper discusses the implications and policy suggestions of the analysis results.
