자치구역개편 논의의 바람직한 방향과 참여자 역할

초록

Local autonomous district system can be reorganized according to the political, economic and social changes in order to cope with the new administrative demands and increase the administrative efficiency. Local autonomous district is local autonomy itself and also has a great deal of impacts on the efficiency of the government and convenience of the residents. Korea has started a process of preparing a new local administrative district system that will be adopted in 2014. In this context, this paper intends to suggest some alternatives to solve the problems contained in the proposals for the reorganization of local autonomous district system raised by national congress men so far. Above all, the key factors for the success of reorganization are the participation and concensus of the people, balances between political democracy and administrative efficiency. Without these, efforts for the reorganization of local autonomous district system could not get successful results.
