초록
This article examines the meaning and characteristics of new international political economy order and the role of a state in that order for groping for suggestions to Korea. Globalization and regionalization are core concepts to have gained a certain pre-eminence for explaining the nature and trajectory of the world political economy. While regionalizing and globalizing tendencies are both at work in the contemporary world, these tendencies are at present more symbiotic than contradictory, and are also articulated within the same larger process of global structural change. Globalization, as a given, is one in which rational economics triumphs over the irrational international politics of the struggle for power. In contrast, regionalism, as programmatic trial, is one in which politics predominates over economics. States should make efforts to adapt themselves to the globalization, properly and actively, at the same time to create regionalism suitable for their circumstances. The transformative capacity of states is the key to their success in the world economy. Regionalism is needed for complementing vulnerabilities of states which are revealed in the process to adapt the globalization. From this point of view, Korea should promote policies for the adaptation to Globalization and the building of regionalism simultaneously.
