국민건강보험 보장성 강화정책이 가계민간의료보험료에 미친 영향

초록

In an effort to prevent households financial difficulties caused by low insurance coverage of the National Health Insurance, people have enrolled in private healthcare plans that lead to financial burden. To expand healthcare insurance coverage, the Korean government has implemented the benefit expansion policy which lowers the coinsurance rate to 5% for cancer (December, 2009, 10%), heart, cerebrovascular diseases (January, 2010, 10%) and severe burns (July 2010, 20~60%) coverage. The purpose of this study was to determine the effects of the benefit expansion policy by analyzing changes in monthly expenses for private healthcare insurance in households that have subscribed to personal insurance plans covering cancer, common illnesses and accident before (2009) and after (2011) implementing the benefit expansion policy of the National Health Insurance. Using the Korea Health Panel 2nd (Survey period: May-October, 2009) and 4th (Survey period: May-December, 2011) year data, the current status of monthly household costs for private healthcare insurance for cancer, common illnesses and accident was examined, Difference-in-Differences analysis were performed before and after propensity score matching to ensure policy effectiveness. According to the results of simple/multiple Difference-in-differences analysis before and after propensity score matching, there was no significant decrease in monthly costs for private healthcare insurance in households enrolled in personal insurance plans for cancer, common illnesses and accident (p>0.05). The government needs to implement more enhanced policies to strengthen the coverage of the National Health Insurance to contribute to reducing the financial burden of households healthcare expenses through the benefit expansion policy.
