사전예방 및 사후제재 : 공공기관의 부패 대응 제도가 청렴성에 미치는 영향

초록
According to the results of the Anti-Corruption and Civil Rights Commission's recent Corruption Perceptions Survey, the public has a negative perception of public sector integrity, which threatens the public legitimacy of the public sector, which is the basis for the authority of public financing and the values of public accountability. In order to improve public sector integrity, it is essential to curb corruption, which requires an effective corruption response system. Therefore, this study examined the impact of proactive and reactive sanctions, which are discussed in the literature as core functions of corruption response systems, on integrity in public organizations. The results of the analysis showed that the prevention function of the anti-corruption system, ‘anti-corruption policy performance’ and ‘management’s participation in integritypolicy’, mainly contribute to the improvement of integrity in public institutions. In addition, ‘personnel sanctions’ contribute to the improvement of integrity in public institutions. In particular, the stronger the sanction, the more effective it is in terms of expected utility theory and deterrence theory, and this effect is expressed in the long term after one to two years when the corrective effect of the sanction appears as a spillover effect of punishment. This result suggests that public organizations should implement preventive functions that focus on improving integrity in the short term, along with strong post-sanction functions that have long-term effects.
