방송심의시스템에서의 시청자참여심의제 도입 가능성에 대한 법적ㆍ행정적 검토

초록

The broadcasting deliberation is being enforced for the regulations to maintain the norms and dignity of society. But the Korea broadcasting deliberation system criticized that caused the social controversy related to “freedom of expression” and assured representativeness, diversity, objectivity. Accordingly, it should be reviewed the current broadcasting deliberation system and discussed the improvements. This study is based on the evaluation of the current broadcasting system and focused that examine the possibility of introducing to the audience participation system in the aspect of the legal and administrative. In conclusion, it should be considered the followings to introduce the audience participation system in the broadcasting deliberation. Firstly, the result of the audience deliberation commission does not apply to the legal binding force. Secondly, the deliberation and decision follow judgement by the Korea Communications Standards Commission(KCSC). Thirdly, the audience participation deliberation does apply to all the broadcasting programs genre. Fourthly, the legal application of audience participation system define by internal rules of the KCSC.
