재난과 재난관리정책의 재해석에 기반한 ‘재난대응 수행원칙’의 도출과 검증: 재난대응 사례에 대한 분석을 중심으로

The terms security and safety have conceptual differences and also have different management tendencies. Security tends to have communication that is closed and one-way in the process of work with authoritative leadership. By contrast, safety requires flexible work management to cope with various situations. Although adaptive management technique is essential in disaster response, which falls in the arena of safety, the disaster response organization in Korea maintains a bureaucratic mechanism and paramilitary command structure, which inhibits improvement of its efficacy. With this in mind, this study conducted in depth analysis of cases of disaster response failure in Korea, and suggests the need for theoretical development of a “disaster response performance principle” and partial principle in order to improve efficacy in disaster response. By revising and complementing previous studies, this research developed the disaster response performance principle and, based on this principle, analyzed four kinds of accidents. The results showed that similar problems repeatedly took place in the process of disaster response. That is to say, the problems of lack of a performance principle or noncompliance with the principle were repeated pathologically.
