초록
Since July 2013, a full mouth scaling treatment has been offered once every year for those aged 20 or older under the coverage of medical insurance as part of the health insurance coverage expansion policy for dental treatment services. Against this backdrop, this study was conducted among outpatients with gingivitis and periodontal diseases (K05) for one and a half years before and after the enforcement of insurance-covered full mouth scaling treatment in July 2013 during the period between January 2012 and June 2013 and between July 2013 and December 2014, respectively to analyze the changing trends in using dental services. A multiple regression analysis has been adopted with the number of days visiting a dental clinic per person, total medical expense per person for outpatients taken as variables to identify the effect of the enforcement of the new policy on using dental services among outpatients. The research has found that the enforce of the new policy has caused an increase in the number of days visiting a dental clinic and decrease in total medical expense per person for outpatients, indicating the presence of statistically significant effect. The study has identified that the health insurance coverage expansion policy for dental services has eventually brought out a positive effect on saving dental medical expenses, and improve the access to medical service. In order to develop a consistent and reliable policy will have to be utilized and it will have to be built a systematic policy evaluation system.
