기초자치단체 국제교류의 영향요인: 담당 공무원의 주관적 인식을 중심으로

초록

The purpose of this study is to make up previous studies by empirically testing factors affecting the public diplomacy of municipalities by using both objective statistical data and subjective perception data. For this purpose, we analyzed objective data of municipalities’ public diplomacy, surveyed municipal officials’ perceptions on the public diplomacy, evaluated reliability and validity of latent variables, and estimated the research model by the negative binomial regression for testing research hypotheses. First, the objective data analysis reveals that municipalities’ public diplomacy has achieved remarkable quantitative growth, but the problem of public diplomacy is the concentration of several countries. Second, the municipal officials survey shows that officials are fully aware of the importance and necessity of public diplomacy, but they think that public diplomacy is centered on perfunctory sisterhood ties and that the key actor is the head of municipality. Third, the results of reliability analysis and confirmatory factor analysis show that the reliability, discriminant validity, and convergent validity of the latent variable measurement model are excellent or good. Fourth, the results of the negative binomial regression analysis indicate that, among latent variables, institutional foundation and perception of the achievements of public diplomacy, as well as the size and financial capacity of municipalities as control variables, all have positive effects on the public diplomacy, but among latent variables, professionalism of public officials and cooperative governance are statistically insignificant. The results of this study imply that a solid institutional foundation and positive perception of the public diplomacy must be premised in order to promote, vitalize, and substantiate the public diplomacy.
