초록
Russia’s foreign policy in Putin’s second term became more assertive than in his first term. This paper examines how Russia’s assertive foreign policy has been reflected in its strategy toward Northeast Asian multilateral security cooperation. The contents of assertive foreign policy of Russia can be summarize that while Russia maintained its foreign policy objectives such as economic modernization, political stability, and enhancement of security which had been established in Putin’s first term, it modified the methods of pursuing them more assertively. The assertive policy used methods such as ‘sovereign democracy,’ ‘sovereign economy,’ and the building of a multipolar world. Russia tries to develop Far East and Siberia through regional cooperation without any infringement of sovereignty (reflection of sovereign democracy and economy), participating in the integration process in Northeast Asia, and to promote a boost of regional influence through the strengthening of multilateral cooperation (promotion of multipolar order). Russia expects that the Six-Party Talks could become an important vehicle for building a multilateral security mechanism in Northeast Asia which would contribute to development of the Far East as well as increase the influence of Russia in the region. However, it will not hurry to build the mechanism even if it continues to emphasize the respect of sovereignty as a norm for the mechanism in the situation of the stalemate of the Six-Party Talks.
