해외정보활동에 있어 윤리성의 개념 및 효율성과의 관계

초록

In the age of democratization, intelligent agency is obliged to face awkward ethical questions which are incompatible with the effective practice of intelligence at a glance. This paper suggests a framework for ethics of intelligence activities at two levels of jus ad intelligentiam and jus in intelligentia on the analogy of ‘just war’ theory, and examine its application to clandestine operations in particular. I argue that to strengthen ethics of intelligence would raise the morale of intelligence officers and increase the agency’s popularity from the people, which would be followed by enhancing the environment of intelligence activities. It means that the emphasis on intelligence ethics has positive impacts upon effective intelligence. In addition, composition of an unclassified ethics code for intelligence officers is recommended to secure and reinforce intelligence ethics.
