초록

This study aims to suggest macrolevel framework for the design of spectrum auction and relevant policy directions to improve the usage efficiencies of spectrum which will be secured as Korean government pushes forward with the mobile Gwangaeto plan. To develop a framework, we have selected representative European countries which have actively pursued 4G spectrum auction and analyzed decision-making process of spectrum auction and relevant factors in the decision-making. Then we have applied findings to domestic spectrum auction. Considering domestic environment, we find that integrated spectrum auction is the best option. It would bring better result if the integrated auction is implemented in twice. In addition, it would be better to follow CCA or sealed bid auction. Spectrum cap should be applied to 700MHz, 1.8GHz, and 2.6GHz bandwidth.
