공공기관의 사회적 책임 활동 변화 분석: 다층적 접근

초록

The Korean government revamped the evaluation of public institution management in 2017, increasing the points of social responsibility (SR) activities and shifting its focus from SR to social value creation. Using a multi-level approach, this study examined the effects of institutional reform and whether it achieved its intended purpose. Data were collected in both 2017 and 2021 from the following four sources: results of management evaluations, home page contents, sustainability reports, and a half-structured survey of SR coordinators. The results found many observable changes, such as strengthened links between institutional missions and social value creation programs, the establishment of implementation structures, and ESG(Environmental, Social and Governance)-centered organizational management. However, the interpretations of the results require caution because of the limitations of the data.
