A Study on the Application of Inclusive Smart City Evaluation Indicators : Focusing on 25 Autonomous Districts in Seoul

This study empirically develops and applies an evaluation framework to assess the inclusiveness of smart city services across Seoul's 25 autonomous districts. Existing smart city policies often prioritize efficiency and technological innovation but overlook inclusiveness in addressing social, spatial, and economic inequalities. To establish a comprehensive framework, the study employs literature review, expert focus group interviews (FGI), Delphi surveys, and the Analytic Hierarchy Process (AHP). The evaluation indicators are categorized into capacity inclusiveness (public, civil society, and market capacity), spatial inclusiveness (service accessibility, open space, and a safe urban environment), and social inclusiveness (participation, transparency, and reciprocal relationships). The analysis reveals regional disparities in inclusiveness, with significant gaps in service accessibility and civic participation. A Z-score analysis quantifies these disparities, classifying districts into distinct types and identifying policy priorities. By comparing districts with high and low inclusiveness, the study explores the underlying causes of inequality and suggests tailored policy directions. The findings provide empirical evidence to guide smart city policies toward greater inclusiveness and contribute to strategic approaches for sustainable urban development.
